Across Europe, agriculture is increasingly being discussed through the lens of resilience, resource efficiency and stronger territorial connections. The European Commission’s Vision for Agriculture and Food, presented in February 2025, places food security, water, nature, competitiveness and generational renewal at the centre of the future agri-food system. In parallel, the Commission identifies water resilience as a strategic priority for the current policy period, underlining the need for more secure water management and better preparedness for water-related risks.

In Slovenia, the same direction is visible in current policy and support measures. The CAP Strategic Plan 2023–2027 explicitly includes the horizontal objective of spreading knowledge, innovation and digitalisation, while a new April 2026 public call allocated EUR 4.8 million to support intergenerational knowledge transfer in agriculture. Slovenia has also reinforced its wider circular transition through the Slovenian Circular Economy Centre, which is designed to connect businesses, research and educational institutions, public administration and citizens in support of the green transition.

This is exactly where ReVaCy – Regional Value Cycles for Farmers becomes highly relevant. The project responds to the pressure faced by small and family farms and promotes the development of regional value cycles and the application of circular economy principles in agriculture. ReVaCy defines regional value cycles as material, energy and nutrient flows linking production, processing, marketing, consumption and reuse, and aims to turn this concept into practical learning materials for VET schools, colleges and further training providers. The project also emphasises that new knowledge, entrepreneurial thinking and regional cooperation are essential for more sustainable and resilient agriculture.
